In 1978, a criminal justice center was constructed in downtown New Castle. The justice center houses the Henry County county sheriff, New Castle police department offices, and the Henry County Jail Annex. The Henry County county sheriff is the general overseer of the Henry County Jail Annex. Originally, the Henry County Jail Annex could house approximately 2196 inmates.

Over the years, the Henry County Jail Annex has undergone numerous modifications and eventually became one of the largest facilities in the Henry County county.
