In 1982, a criminal justice center was constructed in downtown Covington. The justice center houses the Newton County county sheriff, Covington police department offices, and the Newton County Detention Center. The Newton County county sheriff is the general overseer of the Newton County Detention Center. Originally, the Newton County Detention Center could house approximately 2038 inmates.

Over the years, the Newton County Detention Center has undergone numerous modifications and eventually became one of the largest facilities in the Newton County county.
